The record-setting "Snowtober" Halloween snow storm dropped as much as 32 inches of snow in some parts of the Northeast, and knocked out power to 3 million. It was so damaging because heavy, wet snow fell on trees still laden with leaves, and tropical storm-force winds snapped over-burdened branches.
