Soap: To Foam or Not to Foam?

Is foaming soap more eco-friendly than the same amount of non-foaming soap? It would seem that it would be because it comes already "foamed," so you don't have to waste water or foam it up yourself.
Also, from experience, it seems like you need less of it. Maybe all of this is just in my head though. Is anyone able to shine any light on this subject?
