Plastic bags of all sorts are a "pet peeve" of mine. It would be great if you were to bring your own reusable bag when you shop. You can either make your own tote or buy a stylish, eco-friendly bag.
There are a number of manufacturers. And if you visit my site and search "eco-friendly shopping bag," I have a list of almost two-dozen eco-friendly reusable bags listed. Try to find one that's made of jute, hemp, ingeo, recycled material or organic cotton.
For your trash inserts, here's a link to Natural Collection, a UK-based online retailer that offers biodegradable, compostable, cornstarch-based trash can liners, called Ecosac Bags. If anyone knows where we can buy these in the U.S., I'd love to know.
