How Can Shared Condo Complexes Save Money on Energy?

I live in a 100-unit condo building. Our electricity is included in assessments. Therefore the management of personal consumption, unfortunately, isn't a concern. Regardless whether a condo building includes electricity in its assessments or not, what can a building and it's residents do to save energy and go green?

I'm trying to gather websites such as catalogchoice.org and flipswap.com, educating myself about 'phantom energy' and A/C timers, recycling/removal of furniture on a bulk order via 1-800-got-junk (yes, there's a small fee), etc.

Anything that doesn't cost money but will save money overall and is green. After all, heating this year is going to be more expensive with oil prices ... everything is more expensive.

The majority of websites state what you can do in your own home, but how can we make this a group/building EASY effort for thousands and thousands of condo buildings across the country? One example is a recycling bucket in the laundry room for plastic laundry soap jugs to be recycled. To show estimated $$$ saved is my end goal.
