This goes beyond the congestion pricing fee, already in place in London ($16) and being contemplated in Manhattan ($8), according to the Los Angeles Times. The catch is that the lowest-polluting vehicles in London will get to pass through without paying the congestion pricing fee, thereby encouraging residents to make their next vehicle purchase a green one.

Congestion pricing has helped London invest in public transportation, but not necessarily reduce traffic, according to the L.A. Times.

Is this idea ripe for public consumption in America? Doubtful, though a recent survey in California found that residents favor higher taxes on highly polluting gas-guzzlers than on greener choices, according to the San Francisco Chronicle.
