$3.5 Billion in Katrina Aid Unspent

Red Tape Holds Up 3/4 of Gulf Coast Rebuilding Dollars

FEMA has spent $1 billion rebuilding infrastructure in Louisiana and Mississippi.

That's the good news.

The bad news: Another $3.5 billion that has been authorized remains locked up by red tape at the state and local level, according to a USA Today analysis.

More than two years after Hurricanes Katrina and Rita devastated the Gulf Coast, in a flurry of destruction many saw as an early warning sign of global warming, much remains to be rebuilt.
