With Proposal, President Seeks to Head Off More Aggressive Laws

Republican insiders and industry representatives are leaking news that President Bush plans to propose legislation that would cap carbon emissions, something he has repeatedly refused to do, either alone or in consort with other nations.

But, according to MSNBC's report, Bush's legislation may have more to do with combating Democrats in Congress than combating global warming.

"The White House has told a group of House GOP conservatives it may be forced to support a limited cap on greenhouse gases and avoid a 'train wreck' of regulations involving climate change, sources familiar with the meeting said Monday," MSNBC reports.

But the reaction among GOP lawmakers invited to the session was so vitriolic that Bush may yet decide to stay the course on climate change. The only clear and specific statement from the White House about this is that it does not plan to support any of the bills being discussed in Congress.
