By Dan Shapley

Defying a veto threat, the Senate approved a $23 billion bill on water projects, including restoration of the Gulf Coast wetlands destroyed by Hurricanes Katrina and Rita, and for work in the Florida Everglades. It's the first bill of its kind in seven years.

President Bush has threatened to veto the spending bill, because its cost increased almost 40% during negotiations between the House and Senate. There may be enough support for an override, however, according to the Associated Press.
