The early theory that supposed intense flooding of England had contributed to the outbreak of hoof-and-mouth disease on two British farms is being downplayed, as investigators look into the role of a nearby laboratory, Dow Jones reported today.
Officials said the chance of flooding causing the outbreak was "negligible," according to the report.
