A Variety Of Proposals Aim For Energy Independence, Less Pollution House Speaker Nancy Pelosi vowed to declare energy independence by Independence Day, and while the House hasn't passed comprehensive energy legislation like the Senate has, there are a number of proposals on the table. And a number of proposals are also in the offing to curb greenhouse gas emissions. There will be much wrangling in each house before the big wrangle starts, and the two have to reconcile their various proposals. With the House expected to vote next week on its energy bills, the summer will be a very energetic political season.
