With Congress out of town, President Bush took the opportunity to appoint as a new top regulatory official a woman who doesn't seem to like environmental regulations, or any regulations for that matter. Forget reducing pollution, Susan E. Dudley has said. People ought to just stay out of the smog if they don't like it. As director of the obscure but powerful Office of Management and Budget, she will effectively have a veto over any regulation proposed by any federal agency. We'll keep an eye on the decisions coming out of that office.
