By Deborah Barrow

From California to North Carolina, 25 states are pursuing aggressive efforts to combat global warming with initiatives that far outstrip the modest moves by the federal government, reports USA Today. According to the Pew Center on Global Climate Change, these measures are in response to the absence of federal policies. For example, seventeen states have emissions-reducing targets in place; several others are considering such measures.

The states taking or considering proactive measures to address global warming are:

California
Florida
Virginia
Alaska
Connecticut
New York
New Jersey
Massachusetts
New Hampshire
Maine
Delaware
Maryland
Rhode Island
Vermont
Illinois
Iowa
Kansas
Minnesota
Michigan
Wisconsin
Arizona
Montana
New Mexico
Oregon
Washington
Utah
North Carolina
Idaho
Nevada
Arkansas
South Carolina

Oddly enough, the gulf coast states of Texas, Mississippi and Louisiana, scenes of devastation from increased hurricane activity many have linked to warming water, are not on the list.
