New York City Mayor Michael Bloomberg has won a nuanced nod from the state capital about the most controversial piece of his
ambitious sustainability plan. Gov. Eliot Spitzer said the mayor's plan to charge many drivers $8 to get around parts of Manhattan during business hours "theoretically, a wise move." That falls short of a full endorsement for the plan -- which has worked in London and other cities around the world to reduce congestion and its attendant pollution, but which faces stiff political opposition from commuters and others in the New York metro area.
