31 States Join Carbon Registry

In another sign that states are beating the pants off the national government when it comes to dealing with climate change, 31 states have joined a voluntary registry to catalog emissions of carbon dioxide. While the registry itself does not bind anyone to reduce those emissions, it's a first step. After all, you don't know how much to reduce, if you don't know how much you produce.
