China Blocking Climate Agreement

Negotiators leaking information from closed-door U.N. sessions say China is standing in the way of agreement on a strategy to tackle global warming by charging a per-ton charge for carbon emissions. The United States has also been at odds with other nations in the Intergovernmental Panel on Climate Change over the question of how quickly to act, but that disagreement is overshadowed by the dispute with China. China will soon eclipse the United States as the world's top polluter of carbon emissions, but it wants developed countries - which have been emitting carbon at high rates for more than a century - to shoulder most of the cost of mitigation.
