California will have the world's toughest restrictions on formaldehyde - a carcinogen common in kitchen cabinets, countertops and other wood construction materials. The off-gassing of formaldehyde has long been on the radar screen of environmental regulators, who caution that it can add to the load of potentially-toxic fumes in the house, where air quality is often worse than outdoors. California, taking the lead as it often does, has will phase out the use of formaldehyde by 2011.
