Stephen Johnson, the administrator of the Environmental Protection Agency, was blasted by Senate Democrats, who want him to act now on global warming. Johnson wouldn't say how the agency would respond to the recent Supreme Court decision that affirmed its ability to regulate carbon dioxide and other greenhouse gases as pollutants under the Clean Air Act. While advocates cheered, the landmark case did not inspire the Bush Administration to make any sweeping new policy statements.
