Programs Spring Up To Encourage Exchange Of Old Models For New Leaf blowers may be small, but in a year's time that little engine pumps out as much smog-forming pollution as 80 cars, each driven 12,500 miles, according to a government air quality management agency in California. No wonder then, that the little suburban lawn wizards are being exchanged for cleaner -- and quieter -- models. Governments are encouraging people to make the switch as part of efforts to clean the air. It highlights the impact that small engines can have. Lawn and construction equipment are markedly cleaner now than they were years ago, and new federal and state rules will require further improvements. When it comes time to make the switch, think clean and green.
